The problem
What goes wrong without this.
Infrastructure projects fail on the same mechanics as industrial ones, at larger scale and with more parties. Right of way is not fully available at the start. Utility shifting was assumed to be the authority's responsibility and was never scheduled. Design changes arrive after construction has begun. Each converts directly into idle resources and extension claims.
The contracting structure adds its own risk. EPC, BOT, HAM and annuity models allocate design responsibility, land risk, traffic or revenue risk and operation obligations very differently, and a contractor priced for one structure who signs another has already taken a loss they have not yet recognised.
What separates delivered projects from disputed ones is usually front-end discipline — the quality of the survey and design review, the realism of the schedule against actual right of way availability, and whether the contract risk allocation was understood before it was signed.
