Completion is reported against measured physical progress rather than value billed. The two diverge early on troubled projects, and that divergence is the earliest warning available.
Independent of the contractors
Where we act as PMC, we do not hold the construction contracts. Our reporting has no commercial reason to be optimistic.
Recovery mandates accepted
We take on projects that are already behind. The first deliverable in those cases is an honest re-baseline, which is usually the step the project has been avoiding.
